About the Role The Deputy Chief, Community Programs and Systems Quality is responsible for the planning and implementation of a diverse range of EMS Community Programs including the Community Paramedicine (CP) program and the Community Health Integrated Care (CHIC) pilot program. These programs provide coordinated and responsive chronic- and crisis-care interventions to support those at risk of frequent EMS interactions and marginalized individuals, including but not limited to those experiencing mental health crises, substance misuse, overdoses, and homelessness. Working closely with the integrated community health teams and other community stakeholders is essential for the success of these programs. The Deputy Chief, Community Programs & Systems Quality is responsible for oversight and support to Commander of Professional Standards and Superintendent of Community Programs as it pertains to the day-to-day operations of community paramedic staff in the delivery of patient care and reporting consistent with the Ambulance Act and related legislation. This position is also responsible for oversight of EMS quality assurance programs. Job Duties and Responsibilities Primary Duties, Program Planning, Development, Monitoring and Reporting: • Work with community partners including outreach workers, police, and mental health teams and provide leadership and guidance to a multidisciplinary EMS team comprised of paramedics and crisis care workers to provide on scene interventions, rapid support and connection with primary care or withdrawal management services to divert individuals with lower acuity and community-manageable episodes away from hospital emergency departments or police detention. • Participate in a leadership role for the County’s Community Paramedicine program and the Community Health Integrated Care (CHIC) pilot program and is responsible for the management and ongoing operation of these programs and for ensuring the programs satisfy the Ministry funding criterion, in compliance with the County’s mandate, strategic direction, and operating procedures. • Oversee the EMS Professional Standards, Community Education and Automated External Defibrillator programs. • Assist in ensuring compliance with the Ambulance Act and its associated standards and regulations. • Maintain up to date knowledge of reporting systems. • Responsible for coordinating data collection, program evaluation and development of reporting on program’s data objectives. • Address problems and concerns raised by stakeholders and community members and work toward positive resolution. • Consider solutions for challenges that have been identified and maintain a proactive inclusive attitude toward opportunities for problem-solving and decision-making. • Work collaboratively with the Divisional General Manager, Chief of EMS, Deputy Chief, Emergency Operations, Commanders, and Superintendents. Administrative and Corporate Responsibilities: • Collaborate with the Human Resources and Legal Department in the implementation of corporate initiatives including job evaluation, corporate standards, staff training, development of guidelines and practice statements for privacy legislation. • Attend County Council and Committee meetings as requested, providing information about EMS Community Programs and carrying out special projects as assigned. • Prepare and/or supervise the preparation of briefing notes, reports and program documentation for Council and other internal and external stakeholders. • Prepare administrative reports for the Divisional General Manager and others as required. • Participate in Divisional and team in-services as requested. Policy Development and Implementation of New Initiatives: • Actively promote programs in the community aimed at protecting and promoting public health by making presentations to Council, Committee and groups as required. • Develop and evaluate new and existing community programs & policies to ensure efficient delivery while incorporating best practices and innovation. • Monitor and assess community impact, perception and opinion related to community crisis prevention/response goals, community conflicts, community safety strategies and performance by conducting environmental scans, community surveys, consultations and engagement, literature reviews, liaising with other funders and through other sources and means. • Work with Corporate Staff to seek strategic opportunities to develop funding strategies with and for community groups, agencies and networks and assist stakeholders in negotiating monetary and non-monetary resources with all levels of government and key funding institutions. Finance/Budget: • Assist with preparation of budget proposals for operations and capital program requirements. • Monitor expenditures against budgets, making projections and adjustments. • Develop, manage, and report to external funders on program budgets. • Authorize program purchases, overtime, compensating labour, travel, and other expenditures in accordance with County approved budgetary guidelines. Human Resources Management: • Assist with the staff recruitment and selection process including candidate screening, interviews, selection, and onboarding in accordance with County policies and applicable collective agreements. • Manage, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality, organizational performance, and continuous learning to support the delivery of effective and quality community health programs aligned with community safety and well-being initiatives. • Responsible for maintaining an environment conducive to the health and safety of staff and clients. • Promote a healthy work environment and contribute to a positive and progressive work culture, exhibit cooperative decision-making and team-building behaviours, and inspire staff to deliver exceptional performance. • Participate in the orientation of staff, students, volunteers and others as may be required for the position. • Responsible for completion of annual performance reviews of direct reports. • Assist in assessing appropriate staffing levels and recommend changes to ensure provision of services. General • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed. • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis. Supervision Requirements Direct Supervision: Commander of Professional Standards, Superintendent of Community Programs, Epidemiologist Indirect Supervision: Community Paramedics (16), CHIC Team Paramedics Functional Authority: Provide direction and advice on technical issues and services to individuals, outside agencies (i.e., Substance Use Navigators), and to Primary and Advanced Care Paramedics.
Credentials Required Minimum Formal Education • Bachelor’s Degree from a recognized University in Health Sciences or related field, and/or the equivalent education and professional designation in a relevant field. • Master’s Degree in Health Care Administration, Business Administration, or Public Administration from a recognized University is preferred. Experience • Five (5) years' experience in a senior management position, preferably in Emergency Medical Services or Health Sciences. • Demonstrated supervisory/management experience in the administration of related programs gained through progressive experience on the job, including related municipal experience. • Knowledge and experience in the development of business plans and attaining grants. • Ability to work as a team member of an interdisciplinary team. • Ability to exercise discretion, judgment, and political acumen in public and human relations, while working with a high degree of autonomy. • Highly developed interpersonal skills and the ability to promote effective collaboration, coordination, and teamwork among a broad range of stakeholders, including residents, community social and health agencies, community housing, school boards, and elected officials. • Demonstrated skills in areas of policy development, decision-making, leadership, problem solving, analytics. • Demonstrated oral and written communication skills, presentation, and reporting writing skills. A valid Ontario driver’s license and use of a reliable vehicle.
