Job Description

Reporting to the Director/Division Chief, Paramedic Services, is responsible for managing and coordinating operational management of the out-of-hospital Paramedic Services in the Region within an assigned service area/district/unit; managing operational and emergency preparedness, equipment and supplies, fleet and property services, fleet maintenance, repair and service contracts, investigation processes, continuous quality improvement initiatives; and implementing risk management strategies. MAJOR RESPONSIBILITIES Coordinates day-to-day Paramedic Services operations ensuring efficient utilization of assigned resources integrating effective deployment strategies; monitors/recommends program and service revisions. Manages the inventory control of all equipment and supplies used in the delivery of Paramedic Services. Manages the development and delivery of repair and preventative maintenance programs and monitors performance for Paramedic Services equipment, fleet and property and related service contracts. Oversees education and training programs in compliance with legislative/provincial requirements, accepted Paramedic Services industry service standards and operational business plans. Develops, implements and maintains an integrated Paramedic Services Emergency Contingency Plan and establishes critical and cooperative linkages with all Emergency Services, the Region, MOH-LTC and affiliated agencies. Represents the Paramedic Services Branch at planning and development meetings within the Corporation and with external agencies concerning emergency preparedness planning and the Incident Action Plan. Prepares and implements emergency preparedness exercises in conjunction with stakeholders and allied services. Participates in Branch planning and formulation of strategic initiatives for service improvements. Assists in the overall direction of setting goals, objectives, developing policies and procedures and long range plans for provision of Paramedic Services within the Region. Manages the implementation of process improvements and special projects; identifies best practices and monitors program effectiveness; fosters continuous improvement attitudes to develop innovative service delivery methodologies. Researches, collects and analyzes demographic and planning information to forecast trends, develops policies, procedures and programs for service quality; maintains training/certification databases. Supervises staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.

Successful completion of a Community College Diploma in Business Administration, Health Science or related field or approved equivalent combination of education and experience achieved through certification as a Paramedic (PCP or ACP). Minimum five (5) years’ management experience in an Paramedic Services environment including program administration/delivery, human resources management in a unionized environment, project, fleet and property management, adult training, business/financial management, and change management. Valid Class “F” drivers licence and a reliable vehicle for use on corporate business. Satisfactory Police Criminal Background Check. A sound knowledge of the principles and practices of performance-based Paramedic Services systems and dispatch operations and related CAD Health, fleet, technical support and material management issues.
